C. Committee leaders are of the majority party
D. What legislation goes to the floor for debate and consideration

2. Party organizations have the power to shut out legislation within their own party members if those party members do not vote as they want them to. I am saying that they have the power to control their own party members to get the votes they want.

So basically, the party((political organization) in control has the power to dictate the legislative agenda of the nation.
