The float valve is sticking. Carb needs a good cleaning. If you can read a service manual and work in a clean environment, you can do the job for less than ten dollars and amaze yourself how simple a carburetor works. Go to an autoparts store and pick up the carb rebuild kit, it contains simple gaskets. Get a carb cleaner solution. Keep track of all of the little screws, springs, and miscellaneous hardware parts.

The tapping idea is very good. Have had a lot of success with that. Place a wooden dowel against the exact spot and tap the wood, not the carb, with a hammer. That will insure placement of force precisely.

your carb needs to be rebuilt or buy another engine out of time or maybe float hung up in carb. too many things can be wrong but operate with air filter and carb cover screwed on. could cause a fire without it.

Is the gas a steady stream or a mist? If its a mist while the car is running, maybe you have a blockage in your exhaust.
