NO, the legs are on the outside, we know them as fins.
The legs in a snake have all disappeared except for a penis like member in the males. Most animals don't have bones in their penis, but the snake does; so that makes it a modified leg.
It is theorized that swimming mammals like Whales and Dolphins returned to ocean after being land animals.

The whales used to be land animals.
They have several "vestigial" parts left over from their land-days such as bones that used to function as legs but no longer have a purpose.
