Becozz, the fire will straightly heat up the pan, n not the water. From the pan, the heat will slowly transfer to the water. So, the heat will 1st go to the pan, then only it will transfer to the water. Besides, pan is made of a material, which can easily trap heat.. Hehe, ok?

There may be several anwers to this, but most likely it is because the pan is directly over the heat, while the heat must be transmitted through the pan to get to the water (there will be temperature drop through the pan).
In addition, the masses of the pan and the water and their specific heats will also determine how fast each one heats up. If the mass times specific heat of water is greater than the mass times specific heat of the pan, the water will take longer to heat up.

It's a thing called specific heat. That measures the amount of energy needed to raise a kilogram of something 1 degree Celcius. The specific heat of water is very high. It takes a lot less energy to change the temperature of the pan.

The heat flow is always in the direction from higher temperature to a lower temperature. initially the stove is at a higher temperature than that of the pan. So there is a heat flow from the stove to the pan and the pan gets heated up. the mode of heat flow from stove to pan is conduction.
And when the pan gets heated up, it is then when there is a heat flow from pan to that of water. but now the mode of heat flow is convection.
conduction is a better mode of transfer than that of convection.

Heat is transfer ed from material to adjacent material, The pan is sitting on t he source of heat - it is the first to heat. That heat is then passed on to the water - and from the water, to the surrounding air.
