How can i connect my razr VC3m to my computer using bluetooth.?

I want to sync my contact on outlook to the numbers i have on my razr

That is NOT possible. However you can download the contacts in a CSV format using the Suite software that would have come along with the mobile and update outlook and reverse.

The point is interaction with the mobile phone's address book is proprietary and needs the OEM software CD. Read the manual and look for the CD...
