First, you need to know what week you're working with. One way, the oldest way and hardest, is to dig the root out manually. That can be back breaking. Salt around the roots, vinegar sprayed on the leaves, or cover the thing with black plastic and weight it down. It needs sunlight to grow; deprived, it dies.

I saturate the soil around these with a LOT of boiling water. Of course, everything else in the area will die as well, but...

Then leave it for an hour or two, so the soil can be thoroughly saturated. Then pull. The hot water actually parboils the weed, and loosens the roots from the soil. One treatment will last for months, because the only roots left are tiny little ones.

Pour boiling water on its leaves. Don't cut it down immediately. Leave it and observe it for a couple of weeks. Repeat treatment if new growth appears. I had this problem with a particularly stubborn privet at the edge of the house. I used Roundup on it. Thought it was dead and it came back. I even went so far as to drill a hole in the root and put rock salt down in it.

pulling it up with all the root. If you do not get the root (leave a small part) of it then it will surely grow back. So you may want to make sure you get quite a bit of the earth around it as well.
