Well, they could file criminal charges - moving away taking something not paid for is a type of stealing. So yes, she could go to jail over this.
More likely they'd repo the car, and try to collect any additional amounts from her.

You friend can move but she can't hide.
That car has a registration number and when she goes to get a license or inspection or insurance eventually they will catch up to her.
Even if she parks the car in a garage for the rest of her life the debt is still connected to her social security number so when she goes for another loan her credit rating will be sh*t.
Also...basically she is breaking the law and stealing.
I'd suggest the best thing she could do would be to call her loan company immediately and explain she was not thinking straight. Lay it on the line and work out a debt repayment program with them. Apologize. Be humble and hope for the best.
As a side note...her mom was not doing her any favors by letting her get away with this. We all need to grow up and take responsibility for our own messes sooner or later. Life is generally better when you do it sooner. Too bad mom missed the chance to teach this valuable lesson.
Also..is there a co-signer? If there is your friend could be leaving them on the hook for a sizable chunk of money. A cautionary tale for you should you ever...as a friend...decide you should enter into any financial arrangements with this person.
Seriously I do wish her the best of luck in straightening this all out. I believe in the end when her debts are paid and she stops running she will feel better.
Tell her she should deal with this straight up like a man...even though she's a girl!

In that case, she should have her mom visit her instead. Also she should NEVER set foot again in that state. But She could also find the money for the car payments, send a lawyer proposal to the car company and arrange a payment with a credit agency. Jail time is highly unlikely in that case.

They will repo it as soon as they find them and then they will send a bill for the entire amount due after they sell the car to recoup some of the money they have lost.
