if you mean greatest impact, then Hitler because he changed American and W. European politics and indirectly, the defeat of the Axis by Allied powers, coming of the nuclear age and all that jazz was the result of Hitler coming to power.
if you mean greatest good, then no one because all actions have their good and bad. MLK may have done great work for the colored movement but for those who have prospered under segregation are now not as well off.
In truth, this question forces the answerer to make a choice out of all the centuries and cultures, which is quite literally impossible. No one in china would know who MLK was. Nor would some big shot politician like Caesar have much influence on us today.
It would be better if you narrowed down a time period and particular culture.
