Best advice I can tell ya is to get filters for your fan from best buy. get a can of air that has that little tube in it for maintenance and dust the inside of your computer weekly so you wont see that mess. vendors out there sell computer vacuum cleaners too. use those, they are effective against lots of accumulation.

laptops also dust inside but i wouldnt worry about it too much, there isnt as much space in a laptop as there is in a desktop so you wont get that much accumilation. Its not a big deal. Ive seen computers that havent been dusted in years still preform normally. Nothing you can do about it.

For desktops, open the case about once a month and wipe the parts with a very very soft damp cloth. I have done it before and it really clean up the PC. And take care when cleaning the motherboard.

Take the cover off and blow it out. Make sure you touch a radiator or something to earth yourself first though. Don't know about the laptop bit, sorry.

open it up and vacuum it. use one of those extensions with the bristles. you'd be surprised how much dust gets inside there. about laptops, i don't know. maybe use one of those compressed air thingys?
