you may have accidentally hooked the batter up backwards just for a sec and blew the main fuse or the main fuse just popped, that is why you have no lights nor power to the vehicle, check your fuses

It most likely is the starter. I follow the simple rule that if it doesn't start, it's either fire, fuel, air or electric related. You know it ran a few days ago so your plugs are probably good. You're air filter probably isn't clogged. Fuel may be the problem, but if it was running, probably not. I'd say starter. In some strange cases, it could be your alternator, but you can check that with a meter.

in the future confirm that it is the battery by doing a jump start.
We need more info ... does it make any noise? Clicking? cycling? Was the car working before it rained?

Get someone to hit the starter with a hammer while you turn the key. If it starts then you must replace the starter.

you say that the lights do not even work? I would have to say that the problem lies in your battery cables and connections (corroded, bad ground). another possibility is a main fuse or fussible link is blown.
