I know the "Germ-a-phobes" wash everything all the time ... but could this disorder also apply to maintaining one's yard?

if the person is a fanatic about it, then it could fall under obsessive/compulsive disorder

Sure, occusive-compulsory disorder can include the phobia of afraid of finding something unpleasant in your yard...hence, that person wanted to make a full range inspection in his yard all time...etc. (Likely the result of being scared from something jumping out from the yard)

Not that I am aware of. If you have a husband or boyfriend that doesnt like to do the yard work there is your problem though!!!!

There are fears of flying and other types of insects. It sounds like run of the mill laziness though.

Yes there is. It is just called the " I don't wanna do it, you do it" disorder. It has been published in many handbooks.

Any pobia is possible. Even if it has not discovered before doesn't mean it doesn't exist beacse humans are all different.
