Mostly, you don't. Winds at different altitudes often blow in slightly different directions, so one can try various heights to see if one can find a wind that blows more or less toward the direction that you would like to go. But, normally one goes aloft with no expectation of coming down in any particular place.

The answer that you can try different air currents at different altitudes is good - most balloons do not have true steering, although some can have directed vents to get limited steering - you are truly drifting...

I think you pretty much ride the wind going in the direction you want to go.... increase the fire to go up, decrease to go down, and maneuver until you find an airstream to ride in the right direction!
