This can't be answered without knowing what you intend to do with the lawyer.
Personal Injury lawsuit, should be no problem, most take on a contingency basis, no money out of your pocket up front.
Want a divorce, very difficult, maybe legal aid.
In jail? court has to appoint a lawyer for you.
As you can see, it depends on where you are and what you are trying to do,

thats generally pretty hard. I'd first check in your local yellow pages. In the atorney section of the yellow pages. Look for a lawyer that won't charge unless you win. To find a great track record check for a law firm that has a fair ammount of lawyers listed as like 100 top lawyers for your state.

You need to have a very unique, high-profile compelling case.
I had difficulty attracting an average attorney with my middle-class income.
My attorneys were of average competence and in the end, I represented myself and did very well. Just search the newspapers for your type of case in order to identify the high profile cases. Then you go to the court and ask the clerk for the file which is public information. You read through dozens of files from those cases and the cases in the court where you are going to appear. You can pay a cheap attorney to review your filings just to make sure you are not making any big errors. Also you can sit in on cases presented in the courts.

You don't. The great track record ones get paid big bucks, up front. Best you can hope for is maybe a new attorney who might actually know what he is doing and is willing to work on payments to get a case going.

you can get a prepaid legal membership starting as low as $15 a month for a great law firm for at a small monthly price. I reccomend the $26 plan because you get more trail time amongst other things. Other than that you would probably have to go and pay several hundreds of dollars an hour.

That's like asking how you can obtain great medical care if you can't pay for it.
Attorneys charge based on their experience, just like other professionals. If you cannot afford to pay for an attorney, then you can't be too picky about how experienced they are.

Look up attorney's in your area and research them to find which one is the best for your price range. Then take it from there.

Ask around the court house....find out who is good.....if they are really good and they feel like you have a good case they will be willing to do the work and get paid only if they win your case.

You don't, you settle for legal aids with little or no track record.

You probably can't, unless a court appoints her/him or he/she takes you on a contingency basis.
