I guess it's an interjection.
I mean who came up with Wheeeee!!! being something that someone says when they're moving quickly in a fun way or something?

Some two year old, about 6 thousand years ago, who was on a merry-go-round!Wheeeeeeeee!!!

Well, people probably were already saying it in that kind of situation. The writing of the word was probably an onomatopoeia, like buzz (the word is spelled based on the way the sound... well, sounds).

Take off your shoe, take off your sock, grab your big toe and gently shake it. I'm italian and in italy we use "we" or "ue" like "hi" or "hello"
