Educational institutions that offer a certificate in aromatherapy are offering just that, a certificate issued by themselves. At this time there is no state or federal 'license' issued. The standardization of education needed for this just isn't there. Sometimes a person is a licensed massage therapist or cosmetologist and has continued their education to include aromatherapy, but that license does not include the aromatherapy education.
The difference between a 'license' and a 'certificate' is significant. I do have to add here that every time someone has told me or I have heard about some mistake made with essential oils, the mistake was made or the instruction was given by someone with an alleged education in aromatherapy.
