Actually,the quote is"Violence is the last refuge of the incompetent."
Isaac Asimov was once asked,"If violence is the last refuge of the incompetent,why is there so much violence in the world?"His answer was,"Because there is so much incompetence in the world."
I guess he was saying that when people are not able to solve problems through talking and compromises some revert back to our animal instincts.The competent person negotiates with their adversaries until a peaceful resolution can be found.

If it were only that simple. Violence comes in different packages. Fighting off a rapist threatening you would be an act of violence spawned by the threat of an act of violence. Getting angry at at someone who has simply verbally offended you and hitting them might be an act of ignorance.
It must have been a silly book you read.
