She might have meant that sometimes even the chaos and bad things that happen a wise person can think it's actually a part of life and accept it as reality. A Disercening person can see through things and have good judgement.

"Much madness is divinest sense to the discerning eye", I think means that panic isn't really bad for you, that once you really think about it--it is that you learn. Say if you drive too fast on the highway and your car flips over, having the panic and knowing what you did wrong; helps you be aware (discerning eye) so next time you won't speed......

madness is really sanity because as in some politics,the majority(conformity) rules(and then wars break out) and the minority are the weak ones,having no power.

to me, it means that what some people see as madness can be genius in others, and the greater the madness, perhaps the greater the spark of creativity.
