You need to file a report via paypal.
Follow my instructions
Go into my ebay go to the items won and find that item you have the issue with in the drop down menu where is is likely to say please leave feedback click on report an item not received follow the instructions from there making sure you have selected The item I received is significantly different from the item description.
This should take you through to paypal where you fill in the report give your proof. ie recorded deliver tracking number and file. Hang on a week to see if the seller responds. If not go into your paypal account and escalate the report into a claim.
if the cost of the item was over £35 paypal i think take a fee for resolving it. I am sure they did with my camera.
Ok so log in your paypal account if you have to escelate or wish to view the report. To do this you need to go resolution centre where you should find the report in order to escalate. If you do not escalate the claim within 19 days it is closed null and void.
A claim can also be filed via paypal (if you can not do it via ebay) again via the resolution center the clicking on Open a Dispute however finding the Paypal Transaction ID can be tricky as you have to look for the item via the sellers name (Not username) and the date.
So try it via ebay as the find all the transactions ID's if that fails and does not take you to paypal open a dispute via paypal.

Send a message to the person you purchased the item from. If that gives you no results Report them to E-Bay. Be sure to keep records of any correspondences between you and the seller.

I've had similar problems, if you're claiming under PayPal protection you should have been refunded by now. Contact them again using the references and see what they can do. What was the seller's feedback like?

If you paid with PayPal, go through buyer protection.
If not you will have to log a complaint with ebay. Search their help center.

send the person who you bought it off an email then contact ebay and get them involved to see of they can sort.
