Panic! at the Disco are apparently a kind of 'alternative punk', but then again, so are Fallout Boy. They are not Emo. Emo is short for 'Emotional Rock', which they are not. Panic! can't really be categorized, as they use so many different types of music on their album i.e; swing, electro, new romantic, pop punk etc. Whatever they are, they're fantastic! But they are NOT Emo.
I need to add, this answer was posted by my daughter, who is a big fan of 'Panic At The Disco'. She has everything they've ever released, has seen them in concert, several times, including an 'Intimate Concert' with an audience of only 200.
I on the hand would rather listen to System Of A Down, Disturbed, Etc.,

I'd classify them as Alternative/Other. They aren't emo, their song are pretty much about random subjects, emo songs don't have such upbeat music playing in the background..or accordian players.
