Try putting 1 Cup of white vinegar in a sink of warm water. Dip the china in the solution and then let it dry. This should help.

This may be simplistic-- but was the china stored in fabric protectors? If you haven't discarded the protectors-- they might be the source of the smell.
China, even Wedgwood is supposed to be impervious to smell and taste lingering after use and washing. That's why I would look at another source for the smell. I'm SO GLAD I quit smoking after too many years.
good luck

My best guess would be vinegar.....it works for everything else.....the other miracle thing is peroxide.............but you would have to be careful that it wouldn't bleach out any deep color......
You could hand wipe with 100% vinegar on a cloth, but might be better if you soaked in a solution of vinegar and water for a few minutes.....good luck
