I had a police officer follow me on my way to a gas station. Once I turned he kept going. When pulled out after making a purchace, he was about 1/2 a block away, parked, and waiting for me. He followed me for two turns then pulled me over for expired tags. Is this considered to be legal behavior on his part?

In Kansas I think they can pretty much get away with anything.

Yes it is legal. Police officers can stop someone for any reasonable grounds, including expired tags.

Yes, he most likely was running your plates when you turned in, so he was not ready to make the stop, so he just waited for you.

ANYWHERE on public property is legal.Also,the officer CAN follow you into your driveway and give you a ticket
