This has all the symptoms of a CRT monitor where the magnets are going bad.

If true, it is not worth repairing and you are looking at buying a new or used monitor. You can probably get a used CRT monitor for about $25 in a small computer store.

I have one in my store for that price but it would cost more than that to ship it. I am in Northeast Fl.

Check locally.

try to redownload your graphics card driver. Then see what happens with that. It should get it back to normal. Has it ever did it before in the past or is this something totally new started.

Sounds like a corrupted graphics driver. If it doesnt fix the problem then its definitely the graphics card.
