it depend on long. blinking u can tell bc it is much faster then winking. winking is a little slower bc the person who is doing it normally has a reason to do it, and then normally do it 2. meaning that the the one that him/her is winking to will know why they are winking. also a person closes their eye harder and when they blink it is softer.

Unless the person tilts their head when they do it then they are blinking. As most people turn their head slightly to emphasise the fact they are winking.
