Makes it easier to drag on the floor instead of picking it up like it was meant to be used. It also might me noisy, so the tennis balls make it not noisy. That's about all I could come up with!

they use them here to keep the rubber tips on the ends of the legs from leaving black skid marks on the floor.

the reason for that is so that the metal at the ned of the wlaker makes noice and messes up the flooors
