How do I fully defrag my windows 98 PC without constant 0% to 1% to 0% to 1% over and over in a circle?

My defragmenter just keeps going over and over again from 0% to 1% in a circle. How do I get a full defragment up to 100%?

you have a program running that keeps interupting the defrag..and making it start over.
exit and/or shut all programs down before defragging.

does it do the same in safe mode ?

shutdown everything in the background working, something keeps workiing and starts it over.

maybe your memory free up software is doing it
