It is a time consuming and painful proceedure, and only usually done for people who suffer from dwarfism. All the surgery does is give you longer femurs. You're body may not look proportioned.
FYI: You might not be, but if you're asking because you feel your height effects dating. Women will date men who are shorter than them, but shorter men often feel too intimidated to ask them.
