Firstly you must follow a set of rules for converting fractions:

per cent means "per century" ie in a hundred. And the numbers to the right of the "." are tenths hundredths thousandths etc. So, 6% is "6 in a hundred and 0.6 is 6 tenths which is the same as 60 hundredths or 60 in a hundred
