Firstly you must follow a set of rules for converting fractions:

1: To turn a decimal fraction into a percentage just multiply by 100 and vice versa. (Or if you don't understand vice versa then just divide a percentage by 100 to get a decimal fraction.)

2: To turn a vulgar fraction to a percentage then find a number that you can multiply both the top and the bottom numbers of the fraction (Also known as the numerator and the denominator.) and vice versa. (Once again if you don't know how to do the opposite then get percentage put the number of the percentage as the numerator and since percent means "per 100" put 100 as you denominator and divide by the HCF. (Highest common factor or the hightest number that the numerator and denominator can both divide into.)

So your answer:

0.6 x 100 = 6 x 10 = 60%

and to prove our 2nd rule:

0.6 = 6/10 = 6 x 10/10 x 10 = 60/100 = 60%

and to prove the vice versa of our first rule:

60/100 = 6/10 = 0.6

so simply:

6% = 0.6

and to prove the vice versa of our second rule:

60% = 60/100 = HCF = 20 = 60/20//100/20 = 3/5

so simply:

60% = 3/5

per cent means "per century" ie in a hundred. And the numbers to the right of the "." are tenths hundredths thousandths etc. So, 6% is "6 in a hundred and 0.6 is 6 tenths which is the same as 60 hundredths or 60 in a hundred
