can you play super famicon game cartridges on the super nintendo? Specifically the japan import games like super bomberman 3....6...?

not just the us-pal difference, but super famicon games look nothing like super nintendo games. neither fits in the other system. sorry.

I don't think so - region encoding differences. You would need a Super Famicon to play them.
