It is a valve that allows the high pressure from the turbo to the throttle to bleed off when you let off the throttle. Is like a safety feature for the turbo system to save things from popping off and blowing up.

A blow off valve lets the compressed air (made by the turbocharger) to go to the environment. Every turbo car has one by the factory.

The words Bypass and Blowoff are contradictory. A bypass valve aka a BPV bypasses the air and redirects it after the MAF sensor, a Blowoff valve vents the air into the environment causing a temporary rich air/fuel ratio.

It lets the compressed air out. If the compressed air (from the turbo) forces to much air into the engine you could lock the pistons causing serious damage to it.
