You need to be a bit more specific. I did not find any paper with that precise title, though I did find

The equilibrium of distorted polytropes. I. The rotational problem http://adsabs.harvard.edu/cgi-bin/nph-bib_query?bibcode=1933MNRAS..93..390C

The equilibrium of distorted polytropes. IV. the rotational and the tidal distortions as functions of the density distribution http://adsabs.harvard.edu/cgi-bin/nph-bib_query?bibcode=1933MNRAS..93..539C

and

A Theorem on Rotating Polytropes: http://adsabs.harvard.edu/cgi-bin/nph-bib_query?bibcode=1961ApJ...134..662C

There are no phis in any of these papers, though there are psis, chis, thetas and zetas. Perhaps you can look at these papers and name the specific paper in question and the equation number?
