use a program that does the html and java codes for you its easier than learning it all yourself. they have one called aracnophilia it works really good

best is arguable. Probably the best way is to drop $5,000 to $50,000 on a web designer team and let them bang it out for you.
But to get you going, I like tools like Dreamweaver and FrontPage. especially Dreamweaver.
pick a server platform .. win or unix/linux.
for dynamic web pages I like the LAMP (linux, apache, mysql/postgresql, php,perl stack on linux or solaris. Others like .net Still others like the J2EE stuff.
Start with a one pager, grow to more pages, then perhaps add database/cataloging.

start with a concrete base then mix sand and cement and lay bricks to height req put roof on finished
