If you want tot plant them directly in the ground and live in the northern half of the US do it about two weeks before the average last frost for your area. For example in Ohio you could plant them about May 5. You can always do it earlier but once they germinate you have to protect them from the frost. If you hear a frost warning at sunset put a paper lunch bag over them or you can get stuff called Harvest Guard from a good garden center.

The "osu" answer is on target also remember to cold soak them in a container in the freezer for about 2 weeks before planting.
Tha will kill off the little nastys and weak seeds.
It replicates nature.
