There is NO such thing as an absolutely safe condom. They are subject to have tears and pin holes which can be seen only through a microscope, but it is enough to let seman cells through.

mmm it probably just has a higher stretchy ratio or something. All condoms are tested on this machine that blows them up and stretches the latex to make sure they dont break before a certain point.
