Three possibly four cowboys have just robbed a bank or done something dishonest and their is a posse led by the sheriff looking for them. Their is a storm and the bandits/cowboys are struck with lightning with the sheriff and transported forward in time to the 1980s. I remember watching this film as a kid but cant find it anywhere. Can anyone else remember this film. It also involves them befriending kids and chasing off bullies I think. lol.
and yes, im sure it exists.

I think you may find this was a series called Outlaws not a single movie. Outlaws (series; 1986 Dec 28 - 1987 May 02). The Pike Gang and the sheriff that hunted them are sent forward 100 years to open a detective agency. Not sure if there may have been a pilot episode which was feature length, hence you thinking it was a movie.

You should watch 1 & 2 first. 2 is the best one, but it only makes sense in the context of the first. 3 is the least good of the three.

could it possibly be bill and ted's excellent adventure? i dont know about the 3 or 4 cowboys, but there is the scene where they befriend billy the kid. there's also lightning around the telephone booth that they time travel in. it doesn't totally fit with your description, but it's a guess.
