Determine how much money is going to be brought in in the form of taxes. Each time a spending bill is passed, subtract the amount from the taxes amount. When the amount of money left to spend equals zero, no more spending is allowed.
The above method will ensure that only the truly important spending bills are funded.
One criticism of this is "There will never be a surplus with this plan!" I respond, "When was the last time Congress had a surplus they didn't spend?"

I would get rid of the Department of Education, Engery, Agriculture. Theres really no point to any of these departments. Energy has never made energy and education has made the education system worse. I would also cut welfare. There are more poor people today then before welfare started (Reason Foundation).
Also i would get rid of the Federal Reserve, and I would still allow the treasury to make money, but private individuals should make money for themselves. Theres actually a private individuals who have made the "Liberty Dollar." Liberty dollar is solily based on silver i think.
I would also if President tell congress i would veto every bill that has pork barrel in it. Pork barrel is one of the largest wasteful spending. I think i would also have to eventually cut the IRS. They aren't authorized by the Income Tax amendment. Also the income tax amendment was never ratified properly either.
I would also strongly uphold the constitution the best that i can.

I have worked for "Chain Department Stores" and "Chain Independents", as well as my own business.
If our government had the least conception of how a home office "President" looks at a total budget for hundreds of stores, hands down an edict to cut, which in turn is implemented in each store, down to two divisions, Software and Hardware, and right on down the line to every division, and every Department.
From the bottom up, a new budget is submitted up to the home office, President, and approved or not.
With all our tecnology today, our government has thousands of outdated computers that cannot communicate with others.
They have no idea where millions, even billions, of dollars are wasted.
If any business operated in that manner, they would be bankrupt. Our government has the ability to tax. It's not like enterprise.
They don't even care, as long as thay get VOTES.

I would first be cut in on national security to understand the Big Picture of Defense. In place of government jobs would have to be welfare programs, cause thousands could lose their jobs over this. Now....generally if people are at home, they can teach their children and learn from the internet including most degree programs. To fight terrorism I would increase the state department to have people move to 3d world countries as non-religious fundamental traditionalist mentors to help those societies learn to live like we do. They would be paid as an average government worker and would mix in with the economies of those nations not working in anything corrupt. Basically all non elected government retirements would be limited and dropped to twice the maximum Social Security benefits that could be collected by any individual. Too many people are collecting too much money for basically doing nothing. If the person was a worker/mechanic they would be ok. Many private companies have already done this. Anyone living in this country without a job, collecting government benefits, who was not born here or who came here to have children would have to be sent back until our society got straightenned out. Future of this nation is that you are provided for and must feel responsible to train and learn all you can to do something for our society, spending 40 hours a week doing so, or no benefits would be paid to you. No matter how much you got paid the government would have to give you enough to live off of, or make up the difference. Anyone who showed that they looked down on you could be prosecuted and jailed and made to do what you do for a job. Democracy would make you constantly tested on what was going on around you day by day, info being available on the internet and such. Any person reporting that their job, or another person's job was not necessary and proving that, would be given an instant retirement from the government for life! We would have to have a court board of government auditing to present these cases to. There are many jobs in the government that do nothing and retirement would be much cheaper to the government for those jobs! Anyone creating a job that was unnecessary would have their retirement taken away, and their job! People who do physical labor and punish their bodies would be given extra pay to compensate for their later life problems, and insurers would search for less physical stress in jobs to make up for this cost. Typically people working on ship's hulls and steel type structures in holes and such take on the bulk of this stress. They are like sports players and their bodies really take a beating. ID chips..... encourage responsibility. That is all I can think of for now.

1) Cut waaaaayyyyy back on All "Entitlement" programs, including ,but not limited to those doling out our tax dollars for:
Social Security
Medicare
Education (The Constitution says NOTHING about education)
Welfare
2)Stop all Pork barrel spending
3)Bring Foreign Aidspending down to zero
4) Eliminate Subsidies to various groups, industries, etc.
Confine spending to national defense, building roads, law enforcement (including enough money to keep criminals and corrupt politicians in prison for a loonnnnnggg time)

I would cut out useless Government programs.I can't think of any specific ones at the moment.But I would use all the money spent in them to help pay off the deficit.

No pork, line item veto, flat or sales tax (saves $1.0B per year on IRS), cut congress pay by 50%, cut congress staff by 50%, term limits on congress, privatize as much as possible, cut federal retirement program completely...........and then we would be out of debt pretty quickly. Oh I forgot a good one, get out of the UN and start charging them market rate rent.
Seriously, get rid of career politicians and it will be a step in the right direction and you do that by limiting their time in office, limit their income and perks, limit their staff.

I would have a team of accountants scour the budget for wasteful spending (i.e. $500 hammers), eliminate frivilous grants (i.e. giving grant money to study the amount of methane cows release into the atmosphere), try to get a handle on pork (or the little pet projects attached to bills), stop raiding social security and repay what has been taken for things other than what it was designed for, start making corporations actually pay their fair share of taxes (not giving billion-dollar subsidies to oil companies that pull down billions in profits anyway), etc., etc.

Id kick out all the illigals and make them pay to get back in
I would even out taxes so everyone pays the same %
I would end the war and let iraq deal with their own problems even though we have made it way bigger a problem now
i would make prisoners pay for their own meals through various work programs that could be set up in jail.
I'd cut government allowances for dinners and ****
i could do so much but unfortunatly im in canada and cant run in the next ellection :P

Basically stop paying for everything except, roads, police, and firemen.
