It would probably be because she doesn't want to face the trauma of a trial or fears not being believed (sadly a reality in most rape cases in the UK at least). I think prosecution should still go ahead, but they could try to involve the woman as little as possible if that's what she wants.

In the sense that it is her body and soul that has been violated she should absolutely be the ONLY one who can pardon the man and that on the level of" I forgive you!".Then yes!!!
There are still plenty of judges in the world that think that a fine and a slap on the wrist is quite enough trouble for being a naughty boy!
Let me assure you that where I live several men have been given the opportunity to pay a 300 dollars fine and walk away without any other punishment.
But in the sense of pardoning, as in telling the justice ministry that they do not need to continue the case - absolutely not!!!
We probably need to re write the rules for how such cases are handled. Again in recent cases where I live, women have often been tried by public opinion well before their rapist comes to court and who wouldn't shy away from that?
Justice for all has to mean justice and dignity for all or it isn't worth even talking about.

I think the system is good just for the fact it can protect the next woman that may be raped by the same man. I don't think you'll find that a rapist would stop if he was let off because the first person dropped charges.

Definitely not. While the woman could offer a statement to the court pleading for leniency the man, in raping her, has broken the law of the country and must be punished for it. If the woman was allowed to do this what would she say to the next victim? Rapists rarely only rape once.

Legally I believe if she was the only witness she can choose not to press charges. If she thinks it unlikely that he will repeat the offense I can see where she might want to put it behind her rather than going through the trauma of a legal battle.
However, if there is reason to think that he is a potential repeat offender I think it is her moral obligation to press charges, despite how it may hurt her emotionally.

Our legal system has a responsibility to society at large to punish criminals. In court, a criminal case is not referred to as "Smith vs. Jones", it is "The People" or "The State" vs. the accused. Under your theory, people could be frightened or blackmailed into "pardoning" those who have committed crimes against them.
