Well, you can do 1 of 2 things without hurting her feelings, you can either leave her alone and let her wear whatever she wants or you can pick things out and tell her that you think it would look awesome on her....just make some friendly suggestions, but dont tell her that her current taste looks bad. It would more than likely hurt her feelings.

Make suttle suggestions for a change. That might just be her style. Everyone actually has a style of their own.
Some people are brave enough to wear what they think and feel looks good and some others love to spend their money on a fashion trend for every season to keep up.
If she is totally out of sorts, go out shopping together and make suggestions and see what her response is. If she accepts what you are telling her, then go a step further and tell her she should start to buy a cetain look because she will rock that style.
If she is not open to the suggestions, then leave her alone. Because you think it is whack, you won't believe how many other people will love her style and if she is wearing it with pride, she might start something herself.

It depends.
She should be happy in her clothing, no matter what. If she has the confidence to wear whatever she likes, then that is a good thing. You shouldn't let it come between the friendship.
If you think that she could look better in some other styles/colors, then maybe suggest a shopping trip together. You could pick out clothes for her to try on, and she could do the same for you. Make a fun day out of it, without pressuring her to buy anything or change her look. She may find that she likes some of the things you pick without you ever having to tell her that you don't like her normal style. Make some suggestions, and tell her why you think that a certain color/style looks good on her. It wouldn't hurt the friendship, and you could both get as silly or outrageous as you wanted in picking each others clothing. Constructive criticism isn't always well received, but a positive reinforcement just sounds like a compliment.
Example:
"Maybe you could try that shirt in green instead of orange, it could really bring out your great eyes."
"I like this dress on you, it really shows off your curves/body/waist."
She'll probably be more inclined to remember your advice and take it if you give her good reasons why you picked the things you did.

tell her that she has no sense of fashion whatsoever and she needs to get a life or move on to the nerd group where she would fit in. but do it in a nice way!

just tell her that the type of clothes dont flatter her. and then ask er if she wants 2 go shopping for a few new things that would look better on her.
