Formulating a hypothesis is making a best "guess" and refuting a hypothesis is proving this guess to be true or false!

Basically, formulating a hypothesis is making an educated guess at an explanation for an observation. Testing a hypothesis is designing an experiment to see if the hypothesis works. Refuting a hypothesis means that you've determined experimentally that the hypothesis fails.
