I think it should include a shoulder walk path just as most DO have a bike path because this roadway is the most direct route as opposed to veering off block after block into dead ends, etc. It is illegal only to satisfy the court system who assumes you are a vagrant when either you do not or can not afford a car.

If there;s no sidewalk, why not? To not allow a person to walk on the side would be descrimination against walkers.
