The typical fairy-tale image of an ogre is a monster that is big, dumb, mean and ugly. What Shrek is saying and what the two movies quite effectively demonstrate is that ogres have been grossly misrepresented and unfairly stereotyped.

HE means that even though ogres are ugly, you shouldn't judge them by how they look. Its the same as the saying, "don't judge a book by its cover."
