It is often possible to recover deleted photo video musics and other files, and folders from a Windows laptop PC, it all depends on things that has happened after the files were deleted. When a file is deleted, the data of the file is not erased fro computer hard drive. The computer system only deletes the index entry that tells the file system where the data for the file is located. The storage of deleted file is also now marked as free space so it is can be used for any new files to be written.
If and when that happens, then it is too late to recover deleted files and folders. So it is very important to NOT save any new files to the drive where deleted files were located.
One of the easiest ways to see if your deleted files are recoverable, is to try some good file recovery software. One I always use is asoftech data recovery, which you can download for free from site below

Once they are recovered, make sure they have a file extension for pictures, like .jpg. Otherwise your photo programs won't recognize them as pictures.
If they're just corrupted, then the recovery didn't work and you're probably out of luck...

The best i can sugest is use the sytem restore, i suspect you already tried this though( press start-control panel- performance and maintanace) the pictures you cant open check what format they are in eg. jpeg or bitmap, search online for a programe that will open that format.

Lucky for you, if you go to download.com or majorgeeks.com you have (mostly free) software to get all your pictures back! Look for the ones that specifically state that it's specially made for un-deleting pictures! Good luck
