Smart Ethiopian.
But I see where you're going with this question. The dumb American has all the opportunities and often unfair advantages to live a prosperous and safe life. (Just look at all the ignorant middle-class Yanks in Leno's "Jaywalking.")
But I'd like to think that the smart Ethiopian would still live a happier and fuller life despite any disadvantages he or she might face.

The fact that you did not ask the question the other way is a big question mark. Would you rather be a smart American or a dumb Ethiopian ?
I would rather be a dumb Ethiopian than to be a smart American.

I've never met a "smart Ethiopian," and wouldn't want to be a "dumb American," either, so I'd have to say a smart INDIVIDUAL. I don't identify myself with where I was born, but instead I identify myself as who I am.
Oh, the never-ending nationalist propaganda train . . . . . . . .

Smart Ethiopian. Then I'd figure out a way to get out of that **** hole of a country and come to the US, then I'd become another dumb American

From such a question I fear you might be a dumb American, or a pretentious Ethiopian. I would decline either choice.
