Check out the free set by famfamfam (Mark James). Last I checked, there're over 700+ icons for free use with any program, and personally, I love their style.

There are freeware icon conversion programs, try searching at
http://www.computeractive.co.uk
http://www.tucows.com
http://www.download.com
That way you don't have to worry about copywrite - you must not just download a picture off the net, unless you want to be sued.
There's also Inkscape which is an open source freeware vector program.

what sort of icons...you can use any pictures off the internet, google search images or anything...

no, but surely you will get better quality if you use customised ones
