Through your university libraries system. Universities pay for such things (with your fees, etc.). If you're not at a university, then I don't know.

Others have mentioned Project Gutenberg, which has an amazing library. I also like Memoware, for books that I can put on my Pocket PC or Palm device. In both cases, the books are free, but there is a catch. The free books are only those whose copyright has expired, which means they're all at least 50 years old. Don't let that stop you, though - I found myself reading a lot of books that I might normally have passed by if I had to purchase them. Check out Jane Austen, Mark Twain, Charles Dickens, Robert Louis Stevenson, Sir Arthur Conan Doyle, and many (MANY!) others. If you don't have the software to read them, there are many available for free, both for handhelds and your computer.

As for purchasing books online, MobiPocket is a subsidiary of Amazon, and they have a LOT of books (not to mention reading software).

If the books are in the public domain without copyright, you can find many at www.gutenberg.org. That is the Project Gutenberg website where there are thousands of books which you can download for free.

I don't know of any site that allows you to purchase books to download, but that is only because I have never had a need for such. I do know that there are such sites out there.

If you like sci-fi/fantasy go to Baen's Books on the web. You can sign-in, sort of like a registration and from there check out the bar where people go to meet others' like themselves, or to the chat room where you can not only meet other people but the authors of works you enjoy. And not least, you can download or just read entire e-books for free. Have fun.
