I have dark brown hair and a light complexion as well. When I was younger I would dye my hair black with a blue tinge to it, and it made me look even paler than usual. At that time, I used cover girls blush shade called Iced Cappuccino, and it did well for me, its a color you may want to try, or something in that general range.
Now I use that Bare Minerals by Bare Essentials. It really seems very expensive at first if you use cover girl type products, but after you use it, you realize that the container last longer than it looks like it would, which makes just a little more costly. If you want to try it, the sell a 'sample' pack that includes 1 container of each (these are about half the size that they come regularly) of foundation powder, warmth (blush), mineral veil. The also provide instructions and an application brush. The warmth would probably help with the problem you mentioned.

Alright, well stick to a very light bronzer first to add some glow to your face. Physicians Formula has great bronzers and nice brushes too. Once you lightly apply the bronzer, apply a soft PEACH blush on the apples of your cheeks. The key is PEACH, not pink or red or berry, since you're so pale.

I'm going to tag on to Rya....
A pale pink (lightly applied - use a brush if you are not already doing so) will give you the look of "blush" or "flush". That means, if you do it lightly, you will look as if you just got done briskly walking or heard something that made you blush - very natural, imitating the rush of blood to the cheek.
A pale coral/peach/orange will give you more of a sun-kissed look.

A very pale pink color might work. If you still think you look like a clown then try using a little darker foundation so your skin looks a little less pale.

Instead of fighting against your natural beauty go with it. So you look pale, so what? That can be attractive in and of itself.
FYI - to select the correct color of blush squeeze the blood to the tip of your finger and find the color that matches. Don't apply too much and sometimes a dusting between the brow and the eyelid crease can open your eyes.

Get Bare Escentuals powder in the color "True". Brush it all over your face. Then add a darker shade for your blush if you want.
You can also rub a little lip gloss in a light shade between your fingers and apply it to your cheeks. Be sure to blend the edges for a totally natural look.

I'd say use earth tones instead of bright and vibrant ones... I'm pale with Black hair and If I use anything besides earth tones I look like a prostitute.... No offense to anyone... You might want to experiment a little...

I would wear a powder bronzer. It would make your skin look less pale. You brush it over your forehead, nose and cheekbones. Cover girl makes a nice one that looks natural and is cheap.

Try going to the mall and having one of the makeup booths give you a free makeover. They do it all the time.
Clinique, Estee Lauder, ect...
You don't have to buy their makeup either. But, they will help you find the best shades and colors for your skin.

I look the same....if you want to make your face look a bit darker,use face foundation,but not to dark,and apply it on your ear lobes and neck too....try nude lipstick or gloss,a peachy blush....You didn't say anything about your eyes...try making them stand out!!Oh,and don't use rouge unless you want to look elegant....watch out,balance your make up!I
