They are. Technically. It's in Article 689 Subsection E Paragraph 6. And I quote: "If an animal and/or pet election should be required, all registered pets that have attained an age of 18 years (by species) may be allowed to vote. Votes can be ballotted, written in or taken orally by a notary public sworn in to office in said state."

They have elections, but we do not understand it since we do not understand thier words... I've studied dogs language so once I asked them if they have any elections, and he said "yes". but he also told me that he is not allowed to give me any details about the subject :-(
