there is a blockage, and if youre on city sewage you need to contact the city and have them come out.

Floor drain do have a P-Trap under the floor. This trap hold water to prevent the sewer gases from backing up into the house. Pour some water into the drain to fill the P-Trap up and that should prevent any future gases from entering the house

Make sure all of the traps in your home are full of water. Pour water into them all to make sure. If you have a sink drain that is rarely used make sure that trap is full as well as floor drains that seldom get filled. Gas can also get into the home through a broken vent pipe. If your home is very old the pipe can split allowing gas in. Most likely, though, it is coming in through a dry trap.

Broken pipe below any "sewer trap" allowing fumes to enter home==check under the floor in the crawl space==could be flowing out onto the ground.

A dry P trap is the most likely culprit - flush it with water.
