Based on completion percentage, yardage per attempt, interceptions, and touchdowns.

a = (((Comp/Att) * 100) -30) / 20
b = ((TDs/Att) * 100) / 5
c = (9.5 - ((Int/Att) * 100)) / 4
d = ((Yards/Att) - 3) / 4

a, b, c and d can not be greater than 2.375 or less than zero.

QB Rating = (a + b + c + d) / .06

The formula is an official secret developed by a handicapper for USA Today, I believe.

The rating can be as low as 0.0, but no higher than 155.0

They use a formula that takes into account pass completion %, total yards, touchdown passes and interceptions.

His completions and attempts ratio and how many yards passing figures most of it. The rest is how many times he gets sacked, runs that kinda thing.
