yeah she is definitelysick and will probably die very soon. you should take the fish out of the water before it passes on any diseases to any other of the fish in the tank. try taking a sample of your water to your locval pet store.

Neon Tetra are very sensitive & one diseased has a good chance of dying.

I have seen Tetras tilting 45deg forward when they swim in the group...

If its the same, try changing the water, may dilute the contaminents

I would recommend alot of water changes at least 10-20% every other day just use a dechlorinator to get rid of the chlorine and go to a pet store and ask them what kind of medicine you should use

Get some ick medicine. You lost me on the container! If you have them in an aquarium, only add water to it as needed, dont remove the fish and dont change all the water! The chlorine will kill them!

I have a couple of fish that does this too! They only do it at night when the lights go out (I notice it just before my second tank's light goes out).

They are fine in every other way - kind of a weird phenominon.
