It means it's not attached to & owned by a TV network. For example, Letterman is on CBS. His show is only on TV stations that are affiliated with the CBS Television Network. Same story with Leno on NBC. Oprah & Ellen Degeneres are syndicated. Those shows can be purchased by any television station, whether the station is affiliated with any network or not.
According to the Merriam-Webster dictionary, a syndicate is "a group of persons or concerns who combine to carry out a particular transaction or project." And syndicated means "to sell (as a series of television programs) directly to local stations."

Syndicated means it is a show that has been sold to multiple stations without the benefit of being owned by a major network. For instance, The View, is not syndicated because it is owned by ABC.

The syndication refers to an agreement between the distributor of the show and the stations that are showing it. Many popular shows are not carried on major networks but are syndicated and sold to individual or groups of stations. Wheel of Fortune is a good example.

Syndicated just means that it is owned by a production company and that they have nothing that ties them to one network so they can sell the show to any station that they want. Thats why Oprah may be one ABC in one area and CBS in another it all depends on which station in that area bought the rights to broadcast it there
